HISTORY OF SCIENTIFIC-TECHNICAL ACTIVITIES IN THE FIELD OF CONSTRUCTION REHABILITATION AND RECONSTRUCTION
Since 1964 a specialist group for reconstruction, rehabilitation and finishing buildings, one of 19 specialist groups of the Czech Scientific Technical Corporation (ČSVTS) construction company has been at work. The group´s activity was always capped off with an annual nationwide conference - often with international participation – and, in 1998, the 20th conference, titled "Rehabilitation and reconstruction of buildings" was held. After November 1989, there were changes not just in the Czech Republic but also in the entire scientific-technical field. The Czechoslovak Scientific Technical Corporation was transformed into the Czech union of scientific branches and fields of the national economy with a significantly larger amount of independence and jurisdiction. The independent Czech Construction company (Česká stavební společnost) also arose out of this.
On the basis of personal contacts of a group of specialists that had been engaged over a long period of time in the field of expertise of reconstruction and rehabilitation with WTA in Germany talks were held in 1997 during which the thought was expressed of mutual cooperation and of also founding the WTA in the Czech Republic.
In 1998, out of the prior specialist group made up of the Scientific –Technical corporation for rehabilitation and maintenance of monuments (WTA CZ), which was registered at the Czech Interior Ministry at the address: Novotného lávka. 5, 116 68, Prague 1. The designation WTA was taken from the name WissenschaftlichTechnische Arbeitsgemeinschaft für Denkmalpflege und Bauwerkserhaltung, which has been active in Germany since 1976. Specialist unions sprung up in Austria, Switzerland, the Netherlands, Belgium, France and Italy. From a WTA-D (Germany) initiative, the societies in these countries agreed on common procedures and programs and thus came into being the so-called WTA-International.
Just as was in our country, there arose a need to make use of the results of science and technology in the maintenance and reconstruction of older and manly historical buildings seeing as construction technology and legislature applicable for new building projects were often the cause of insufficiencies and damage during the rehabilitation of old buildings. Prior individual relationships and acquaintances of our experts, scientists, technicians and specialists in practice became the basis of new cooperation on the highest international level New construction material and technology and international interconnection of the construction market required not only mutual transfer and exchange of experience, but also the interconnection and unifying of new technological regulations, guidelines and norms.
Our talk led mainly to the situation where, thought the general principles of WTA-International would be adhered to, valid Czech legislature and customs would be respected, so in the framework of the Scientific-technical corporation for the rehabilitation of buildings and maintenance of monuments, a group of direct WTA-International members from the ranks of our experts that showed personal interest in direct membership and meet the required WTA-International provisions. The borrowed WTA logo has thus become a symbol for quality and highly specialised construction work in the field of maintenance and renewal of construction funds and monuments.
WTA-CZ activities are similar to those of the WTA-International, covering eight specialised department.
